Organization issue templates not working when .github repo is private

Hi everyone!

As in the title, I'm trying to set up issue templates for my organization repositories, but it's not working.
The only way I found to let it work was making the .github repository public, but I don't like this solution (the other repositories were still private).

Is this a bug or a Github limitation?
