GitHub meta (or how we can tune our use of GitHub and related tools)

This is a kickoff discussion for how we currently use GitHub and how we might make any adjustments or outright changes to make it work better for our organization.

If a discussion item is to be made into an issue, the issue will be filed against the discussion repository, thus and early thing to determine is whether we should kick off a specific project repository to track discussion and specific changes and probably additional documentation (call it something like doc-org-github maybe?) against which we can write and track actual issues.

Thus this discussion thread, commence ideation!
