[ClusterManagerTaskThrottler Improvements]

  + Add shallow check in ClusterManagerTaskThrottler's onBeginSubmit method before computeIfPresent to avoid lock when queue is full
  + Remove stack trace filling in ClusterManagerThrottlingException
