Describe the bug

The "Enable legacy Discover" option is no longer visible in the Options menu of the Discover app. Previously, this toggle was accessible by clicking the gear icon on the Discover bar chart.

As a result, it seems that legacy Discover is now enabled by default, and there is no apparent way to disable it and switch to the newer Discover experience.

To Reproduce
Steps to reproduce the behavior:

Navigate to the Discover app in OpenSearch Dashboards.

No more gear icon located near the bar chart.

Expected behavior
The "Enable legacy Discover" toggle should be available in the options menu, allowing users to enable or disable the legacy interface as needed.

OpenSearch Version
3.0.0

Dashboards Version
3.0.0
