The 2 release pipelines for the builder and OpAMP supervisor are identical except for some naming. They can be combined with pretty little effort.

Details:

• create base-binary-release.yaml as the base release pipeline for non-collector-distro things like the builder and supervisor
• combine the 2 release pipelines there with some inputs to fill in the custom names and other specific things
• call that new release pipeline from the separate release pipelines similar to how it is done for all the collector distros
