[fileconsumer] Evaluate finder ordering assumptions

Describe the issue you're reporting

Currently, files returned from the finder are deterministically ordered. #34888 temporarily removed this ordering assumption and caused flakiness in at least one test (see #35007).

We should evaluate carefully what the implications of ordering vs not ordering these results are, and if the assumption proves not to be important, we should remove it and update the affected test to be more resilient.
