Allowing teams to work on specific apps/libs

Hi there! I have a problems with separating teams and giving them their relative apps By this I mean:
Here is example of folder structure

│   │   ├── profiles   # (app) Team C can access it   
│   │   └── ...        # other nestjs applications (microservices)

│   └── web            # (app) Team E can access it

│   ├── common         # Teams A to E can access it 
│   ├── utils          # Teams A to E can access it 
│   └── ui             # Teams D and E can access it 
├── package.json       # the root of all evil with all modules, dependencies 
└── ...

By teams I mean group of people in out gitlab
By separation I mean each app is a git-submodule and each team can access their relative app

But is there a way for each team to download/use package.json relative to apps that they are developing? It would be "scary" if every team had to download all modules from package.json even if some are related to front-end code and some to back-end
