Describe the bug

Our trivy GHA workflow started failing with the following error:

This is a scheduled Ubuntu 20.04 brownout. Ubuntu 20.04 LTS runner will be removed on 2025-04-15. For more details, see actions/runner-images#11101

As the message suggests, GitHub is deprecating Ubuntu 20.04 for the actions and they're temporarily failing jobs using it to raise awareness.

Expected behavior

The trivy GHA workflow should run on a newer version of Ubuntu and succeed

OS and architecture in which you are running Nebari
