Missing Efficiency template in template dropdown #1121

Describe the bug
When selecting a retrospective template, the dropdown list includes a retro to focus on each Team Assessment question except Efficiency. A template is defined, but is not included in the dropdown. Additionally would be nice to have all the Team Assessment focused retro templates ordered last, in the same order as the Team Assessment questions.

Are you using the Retrospectives Tool on-prem?
