The scrollbar overlays text in the modal window on hover

The issue is similar to #18330
It was originally reported to intelephense:

Steps to Reproduce:

1. Install intelephense
2. Create new PHP file and create instance of DateTime()
3. Hover over the constructor. The scrollbar, even though transparent, still overlays the text. This is literally unusable.
