Support mirrored networking mode on Windows Server 2025

Is your feature request related to a problem? Please describe.
Before there were no Server flavor Windows, where one can use WSL2 with mirrored networking mode (Server 2022 had its base build older than Win 11 22H2). Now there is Server 2025, which has a lot newer build.

Describe the solution you'd like
mirrored networking mode working like in recent Win 11 versions.

Describe alternatives you've considered
Keep using NAT, but they are not really comparable in all situations. Having mirrored would be beneficial.

Additional context
Enabling mirrored mode results in error 0x803b0015 while configure networking and switches network mode to none. This is with the latest 2.4.10 WSL version.

Not filing this as a bug, because official networking mode documentation lists only Win 11 22H2 and newer support with no Server versions mentioned.

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.
