Description of the new feature / enhancement

Hi PowerToys Team,

With more and more features being added, I think this is about time to consider making the software modular. For a specific user, it's likely that they don't need all of the features so the idling features are just taking up space. The program is more than a GigaByte now, and allowing user to choose which features to install could be a good idea.

Currently no direct plans to do this but we did just optimize the footprint by about 30%. #27215
