Make tags inactive/archived

In many cases, tags are used to group several documents together, but after a while this tag will only be used for searching, not for assigning any more. It would be great, if tags could be set "inactive" or "archived", so they will not be available for new assignments but only for searching.

Example
Tag: "Tax-Related 2021"
Tag will be assigned to documents in 2021 and maybe in 2022, but after that it will never be assigned to new documents e.g. in 2023. After a while, you will have "Tax-Related 2022", "Tax-Related 2023" and so on, what mess up the suggestion list when assigning new tags. Setting these old tags to "archived" or "inactive" could remove them from the suggestion list when assigning new tags, so the current up-to-date tags can be found easier.
For searching/filtering, still all tags should be available as you also might search for them years after.

This feature could also be used for another topic here in the feature request, e.g. when grouping documents together that belong to each other. These one-shot tags could be archived after assignment, so they will be available for searching only.
