When seeking is disabled, the progress of a video is not saved. This means that when a video is interrupted for any reason (i.e. browser crashes, or is reset or the user can't finish the video in one sitting) then a significant portion of the video needs to be watched over again to return to the same place. I have experienced the issue in Microsoft edge and chrome.
Steps to reproduce.
Post a video and disable seeking.
Watch the video for several minutes.
Pause the video and refresh the browser.
