Description

It would be helpful if the Secretariat had the ability to close a ballot without (a) opening a new one (as happens with the "Clear ballot" button is pressed), or (b) having to mark the document as approved.

The use case for this is when ADs send a document that already has an IESG ballot back to the Working Group and changes the IESG state to "I-D Exists."
