create the v0.59.x node-override.yml via Solo

create the v0.59.x node override yaml (node-overrides.yaml) via Solo, hasn't been tested by hedera platform/services, yet. Copy it into the consensus network nodes during node setup. some of the generate network json logic can probably be reused for this.
