Currently the Mirror Node supports block timestamp to filter results in multiple endpoints. On the other hand, the JSON-RPC Relay receives block number to perform filtering. This results in the JSON-RPC Relay making additional calls to the Mirror Node to convert from block number to timestamp.

Include support to query endpoints by block number in addition to timestamp.
