[DOCS] RPC API section does not include all the methods implemented

Problem

https://github.com/hiero-ledger/hiero-json-rpc-relay/blob/main/docs/rpc-api.md references all the methods implemented, and it doesnt include several implementations.

Solution

We need to mention all the methods include in the ethereum json rpc spec, mentioning, which are implemented, supported, which not, and any relevant implementation details.

We also need to mention all the methods, outside the json rpc, either . implemented, supported, which not.

We want 2 separatedd tables, one for all the eth spec methods, and one for the others, all in alphabetical order.
Add a new Column on tables , with the name Hedera Specifics, for relevant comments per rpc method

We will add to Notion, a procedure section, with a first entry, explaining that on any new method, what is needed to be updated, included the documentation.
