toggle_visibility broken in ghostty@tip

toggle_visibility via a global key is working great in 1.1.0, but it's broken in ghostty@tip on macOS. It works to hide windows, but never brings them back to the front.

I can reproduce this on tip - I have a slightly stale build locally (cdd2099) that still works, so it's somewhere between those. I'll try and bisect it when I have more time.

Just an update - with the following config I cannot reproduce this behavior on the some of the recent tip builds.

This next part is just for others who come across this...
I use Stage Manager, and it is worth noting that the toggle_visibility action for hiding the window(s) equates to a hide (cmd+h) shortcut, not a minimize action. As such, windows don't get moved into the Stage Manager workspace preview, they just disappear from view. That's well documented and behaving as expected:

Show/hide all windows. If all windows become shown, we also ensure Ghostty becomes focused. When hiding all windows, focus is yielded to the next application as determined by the OS.

Note: When the focused surface is fullscreen, this method does nothing.

I've opted to replace the toggle_visibility action with the system minimize (cmd+m) for my use case, but I can certainly see a merit to the hide/show functionality for those who don't use Stage Manager. As I mentioned, as far as I have tested, this appears to be resolved in the latest tip, so if others confirm I think this can be considered solved

So I tested the latest tip release as today, on macOS I still have the issue being present unfortunately, in my case I don't use Stage Manager

Solved it with the :global prefix. Now enabling quick terminal bring back main window as well, but that's another bug.

I believe OP already had that prefix (“via a global key”), but if they didn't that would be the answer.

The other bug is #6958.

Yes, I am using keybind = global:ctrl+y=toggle_visibility

I'm on 1.1.3 and I run into toggle_visibility being broken once in a while. It mostly works, but then breaks and a restart of Ghostty usually but not always fixes it. I'm unsure how the bug is triggered, but the issue is still there.
