Instrument Sentry CLI with Sentry to obtain better usage data.

This instrumentation should be privacy-preserving (no PII and no stacktraces should be sent to Sentry), and it should also be possible to opt out.

We should enable tracing and have transactions for each command (so we can track what commands users typically run).
