Upgrade open telemetry dependencies

Description

As an orchestrator developer, I want to upgrade to the latest opentelemetry crates, so that I can leverage the latest functionality. It appears this will likely involve accommodating some breaking changes around the TracerProvider, PeriodicReader, etc.

Note: tracing-opentelemetry is one minor version off the other opentelemetry crates - https://github.com/tokio-rs/tracing-opentelemetry/releases/tag/v0.30.0

Acceptance Criteria

• Unit tests cover new/changed code
• Examples build against new/changed code
• READMEs are updated
• Type of semantic version change is identified
