Hello,
Can I use Hydrological data (soil moisture and fuel moisture etc.) from VIC model as input to FDS for wildfire simulations.
I have VIC hydrological model that generates soil moisture and fuel moisture data.
Can I use those data for generating FDS input file for wildfire simulations ?
I use FDS 6.9.1. Can that be coupled one-way with VIC (https://vic.readthedocs.io/en/master/Overview/ModelOverview/)
Please let me know.

Yes, you can specify layers and composition of layers on surfaces in FDS. The FDS "solid phase" model is similar to the schematic in your VIC link. How easy it will be to make everything consistent and correct I cannot tell you. This is likely a research project and you should double check things every step of the way. Look at the Pyrolysis chapter in the FDS user guide.
