Random changes appear in Razor files or sometimes changes get reverted to earlier states

VS 17.14.2 P1 (but applies to the recent earlier versions too)

Usually after a rename refactor (which can be triggered from the new Resource Editor as well when we localize text), files randomly revert back to previous states losing work, lines get duplicated, random changes appear at random places.

We can't consistently reproduce this, but it makes our devs quite frustrated.
