The existing images can stay in ACR without waiting for "all usages in dotnet org should move to Azure Linux". Given that, we should remove the manifest to make it clear that it's been obsolete.

Mariner 2.0 is still supported until July. We want to continue publishing updates for it while there are still dependencies on these images.
