PHP Installs do not work presently

What happened (or feature request):

I attempted to create a new project using the Clean Container tab in the GUI but was unable to do so. When i attempted to create the project, I saw a spinner saying "Creating configuration" for an extremely long time and ended up having to close the app in order for this message to go away. Since we do not have a large customer base at this moment, this is not a blocker for the release, but we should consider addressing this issue sooner rather than later when we revisit development work in the GUI.

What you expected to happen:

Clicking the "Create" button from the Clean Container tab should create a php site similar to how we create new CMS sites.

How to reproduce this:

Download the latest version of the GUI
Open up the app and click the "Clean Container" tab.
Select an install path and click "Create"

Version: Please include the output of ddev version, docker version and the project's .ddev/config.yaml.

DDEV UI: Version 0.6.0 (0.6.0.531)
DDEV Local: 1.4.0
