Add ability to call Account API to add users and groups to Account level

Customers wishing to migrate from AWS single-tenant shards to using Unity Catalog in their new E2 workspaces need the ability to add users and groups to the Account level before those users and groups can be made available in the new workspaces. The migrate project should support user and group migration from the ST shard to new Account level.
