「Cypherpunks Taiwan 密碼龐克」網站 2018年12月新開張。日籍比特幣創業家東晃慈（Koji Higashi）為「Cypherpunks Taiwan 密碼龐克」網站計畫的創辦人。同時也是日本東京區塊鏈共同工作空間 [HashHub](https://www.hashhub.tokyo/) 的共同創辦人東晃慈先生，多年旅居臺北、高雄等城市，深入觀察台灣比特幣社群、以太坊社群，以及區塊鏈新創生態圈的發展態勢，認為台灣區塊鏈技術社群，除了異常熱鬧的臉書社群之外，應可以考慮建立一個網站平台，並且擁有自己的中文技術論壇討論區。

近幾年，東晃慈積極的在臺北、高雄、東京三地走跳，與多位在台灣的比特幣社群朋友、以太坊技術社群核心成員討論發起網站計畫的可能性。時間來到2018年下半年，擁有資訊工程背景的比特幣研究員陳伯韋從北京大學完成碩士學業回到臺北，加上我也陸續結束科技媒體公司的採訪編輯工作，與東晃慈經常聊到的計畫已經醞釀一段時間了，對於建立技術社群網站的想法也逐漸明朗。11月的DevCon以太坊開發者大會活動結束後，計畫有了更清楚的輪廓，核心成員們手邊在忙的任務也都告一段落，時機成熟了，來到12月初，「cypherpunks.tech」域名買了，「Cypherpunks Taiwan 密碼龐克」網站也就這樣開始了。
