[5.x]: Slideout panel tabs don't take up the full width available

Description

The slideout for editing entries doesn't show more tabs even when there's room for it. In earlier versions, more tabs were visible.

Expected behavior

All tabs should be visible until there's no more room.

The screenshot is from a recent Europa demo, and the addition of multiple tabs is the only change we've made.
