CDN version bundles return 404 when accesed by version number

Description

Recent web component package versions are not available via CDN version number links since after 2.17.1:

✅ https://1.www.s81c.com/common/carbon-for-ibm-dotcom/version/v2.17.1/back-to-top.min.js
❌ https://1.www.s81c.com/common/carbon-for-ibm-dotcom/version/v2.18.0/back-to-top.min.js
❌ https://1.www.s81c.com/common/carbon-for-ibm-dotcom/version/v2.19.0/back-to-top.min.js
❌ https://1.www.s81c.com/common/carbon-for-ibm-dotcom/version/v2.20.0/back-to-top.min.js
❌ https://1.www.s81c.com/common/carbon-for-ibm-dotcom/version/v2.21.0/back-to-top.min.js

Recent versions ARE showing on NPM though. I believe we might just be missing v2.x.x tags for releases after 2.17.1, just looking at the tags on Github.
