Opening a new tab opens a custom tab

Steps to reproduce

1. Add a PWA on the home screen which adds a custom tab
2. Background PWA and open Brave app
3. Visit a site in a new tab using the + button on the bottom toolbar
4. Opens a new custom tab with uneditable URL bar. Have to open the tab in Brave via menu to use the tab

Expected result

Should not switch to custom tab when opening a new tab after launching a PWA
