New tab > Customize > Use own background image not displaying

Description

Selecting an image and clicking on OPEN in the "customize your new tab background" dialogue closes the window with seemingly no feedback on whether or not the operation was successful.

I feel like upon finishing the dialogue then the bg image should change right away.

Steps to reproduce

1. Open new tab
2. Click Customize dashboard (lower right corner)
3. Background Image tab > Upload your own image from device
4. Select any JPG and click OPEN
5. Dialogue should close.

Actual result

BG image remained unchanged to my chosen image.
