2/19/21 update for folks who are here from twitter/reddit/etc: this issue is NOT about the recent DNS leak in Brave. that is #13527.

thanks @mcgroarty - this issue was just about general testing. we weren't aware of an actual leak until #13527 (which was introduced in 1.17.x)
