Follow up of #28788 - Unable to deselect all the browser via Import settings

Steps to Reproduce

1. Follow the steps 1 to 3 from Onboarding: Import button should be disabled if there's no selection #28788 (comment)
2. In Import settings slide, deselect any browser selection (nothing should be selected)
3. Unable to deselect all the browser, user can only deselect the default browser by clicking on the other browser in the Import settings slide

Actual result:

Unable to deselect any (all) browser via Import settings

Expected result:

Should be able to deselect any (all) the browser via Import settings
