Make Brave remember PIP dialog size

Description

PIP dialog size keep resizing back to its default size after changing it

Steps to Reproduce

1. play a video in PIP
2. resize the PIP dialog (make it larger or smaller)
3. play another video in PIP and its dialog will be at its default size

Brave version (brave://version info)

Brave	1.32.113 Chromium: 96.0.4664.45 (Official Build) (64-bit)

Then only feature I'm missing for this browser to be perfect.

Edit: It remembers the position and size within YT (per browser tab). But once you close this tab and browse YT on a new one, position and size revert to their defautls.
