After browser restart, the ads resources will not load. Purchase intent, anti targeting and verifiable conversion will not work
This is a regression introduced with Brave News Ads #16008 (confirmed with @tmancey and @iambrianfung in a meeting)

Steps to Reproduce

  1. Run Brave in US locale
  2. Enable ads
  3. Wait for the ads resources to initialize
  4. Restart Browser
  5. Wait for the ads resources to initialize

Actual result:

ads resources never initialize

Expected result:

ads resources are initialized
