Suggestion: add "Try again" or "Retry" link or button to Brave News content-fetch error message

Steps to Reproduce

1. Somehow, force/find yourself to get into the error state for Brave News' content feed
2. Look at the error message
3. Error states "Brave Today is experiencing some issues. Try again."

Actual result:

(Untranslated English error text while in Japanese system language should be a separate issue, which I'll file. Found while testing #14306.)

Expected result:

This call to action should be supported with some sort of "Retry" or "Try again" button.

Reproduces how often:

Brave version (brave://version info)

Version/Channel Information:

• Can you reproduce this issue with the current release?
• Can you reproduce this issue with the beta channel?
• Can you reproduce this issue with the nightly channel?

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields?
• Does the issue resolve itself when disabling Brave Rewards?
• Is the issue reproducible on the latest version of Chrome?

We do have the blurple, floating-content bubble "Load new content" with the up arrow, but that hardly seems fitting, here, in context.

The original designs did come with some kind of embedded button to 'try again' or 'refresh'; some action following encountering the error.

Probably something missed during QA - I've added the intended design to the post.
