[Desktop] Paid/Premium extensions will not install in Brave

Description

It seems that any paid/premium subscription extension(s) will not install in the browser. They appear to hang on Installing... without ever actually finishing. I have a user reporting this behavior for at least two extensions:

• Webmaster Tools - Bulk URL removal
• Upwork Assistant

Issue may include (up to) all paid extensions but this is hard to test without actually buying the extension/subscribing to the service. cc @rebron cc @jumde

Steps to Reproduce

1. Visit Google webstore and attempt to install one of the paid extensions above
2. Observe the extension hang on Installing... phase

Actual result:

Extension is never installed.

Expected result:

Extension should be installed in Brave just as any other extension.

Reproduces how often:

Always.

Brave version (brave://version info)

Brave version 1.10.99

Version/Channel Information:

• Can you reproduce this issue with the dev channel? Yes
• Can you reproduce this issue with the nightly channel? Yes

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields? No
• Does the issue resolve itself when disabling Brave Rewards? No
• Is the issue reproducible on the latest version of Chrome? No
