Exclude .{config,cache}/borg directories manually?

I'm backing up a home directory. The borg process runs as the user whose home directory it is. It seems like .config/borg and .cache/borg are backed up. Should these directories indeed be manually excluded?

That's strange - are you sure?

I remember seeing code in borg that automatically excludes (at least) the borg cache.
