CI: drop .packit.yml

It fails on this branch, and nobody knows how to fix it:

'Cannot create a new Copr project (owner=packit project=systemd-systemd-37643 chroots=[]): chroots: '[]' is not a valid choice for this field..'

Disable it, as it just generates noise
