Tracking issues of Swift binding

#2470 introduced the Swift binding to OpenDAL. This issue is for tracking the remaining tasks of it.

Tasks

• Add contributing docs doc(bindings/swift): add CONTRIBUTING.md #2540
• Refine package structure fix(bindings/swift): reorg the package to correct its name #2479
• Add tests and CI actions ci(bindings/swift): add CI for Swift binding #2492
• Complete the binding APIs
• Add release build for C library
• Add async supports

Just updated the task list, and we can finish them according to the priorities.

Just updated the task list, and we can finish them according to the priorities.

Sorting tasks in order of priority is beneficial. We are not alone. By prioritizing our tasks, we can involve our community in addressing the issue as well.
