There is no strict requirement for the dot in 凡 to touch the left side of the bounding box in HK nor TW education reference.
This difference was not present in v1 Sans, however it is introduced when adding HK glyphs in v2. It became worse as some TW glyphs were edited to match the difference, but then some TW still match to CN glyphs based on v1. This has introduced inconsistency when using the TW subset.

Given that the difference is non-existent in any standard or reference, it would be best to remove the HK glyphs and remap to CN as the disconnected form is the more prevalent one in Hong Kong too. Even the HKSCS glyph for U+2615B 𦅛 use the disconnected form.
