This issue was asking for the stable release, not the RC02.

Hi @4brunu stable release of Xcode 16.3 will be available this week, deployment will be completed within the next 1-2 days. Currently 16.3 RC02 available on macOS 15 images. Once VM rollout completed, I will update here. Thanks.
