runner add ubuntu 24.04 support

There is opened PR for a while #3598 can we merge this please?

Github hosted runner's ubuntu 24.04 is GA and being migrated into ubuntu-latest, and I think we need to follow this. https://github.blog/changelog/2024-09-25-actions-new-images-and-ubuntu-latest-changes/

Yes please, let's add ubuntu 24.04 support. It seems to me that self-hosted runners are not the priority given that ubuntu-latest have been based in 24.04 for quite long

Please merge #3598 - It would help the community stay current with their existing implementations of summerwind without needing to rebuild to using new ARC immediately. Or does the delay mean that is the only way forward?
