Move payment information to Engagement

Is your feature request related to a problem? Please describe.

It isn't possible to guarantee that each Organization running an engagement can satisfy all of the payment options. Which can cause some issues if an engagement is completed but the Organization isn't able to accommodate the payment method for the participant.

Describe the solution you'd like

• Remove the payment setting from consultation participants.
• For paid engagements, organizations will specify which forms of payment they offer
• These forms of payments will be displayed on the engagement page so that a consultation participant will know which forms of payment are offered.
• May want to be able to filter engagements by pay payment type.
