Unable to install Xcode in MacOS Ventura 13.7.4 after Signing in to Apple

I couldn't install Xcode on 15, which requires macOS 13.5 or later but I use a macOS Ventura 13.7.4 after signing in to my Apple account
To Reproduce
Steps to reproduce the behavior:
Try installing any version of Xcode on MacOS 13.7.4
Expected behavior
A clear and concise description of what you expected to happen.
after step 1 - authenticating, it will display the error unable to install Xcode.
