Create a Secondary External Hyperlink Component

🚀 Feature Proposal

Add a secondary External Hyperlink component, which does not have an underline, that is designed specifically for use within a block of text.

Motivation

This will ensure the use of this External Hyperlink variant will not be used interchangeably with Tertiary Buttons by creating some distinction between the two.

Example

Used to link text within a block of text, like a paragraph.
