Is your feature request related to a problem? Please describe.

After #175 is merged, convert top level repo to use the new CHANGELOG style.

Describe the solution you'd like

Copy/Paste what's in the Content folder. Convert RELEASE_NOTES to the CHANGELOG format. (Possibly write a script for this so other repos can convert.)

Doing nothing
