[rocprim] Developer Monorepo Migration

To help the process of onboarding rocprim developers to the monorepo, let's centralize discussion in this thread.

For example, we have to reconcile the pending pull requests in rocprim - including ones potentially open for a long-time.

All active pull requests from rocprim that were targeting develop have been imported to rocm-libraries.
