Assemble unique haul number from ship code and haul number from that ship

Right now each year the haul numbers from DFO ships are converted by adding some larger numbers (100, 1000, 200, etc.). We can convert this to assembling a unique haul number from ship code and haul number from that ship. Suggested by @aliciabillings-noaa
