Problem We Want to Solve

As a DataFed admin, I want to be able to manage a repository, add a new one, and have it be a non-globus repository so I can use DataFed as a standalone repository service.

Describe the Solution You'd Like

1. Be DataFed admin
2. Go to dashboard
3. Left-click Manage Data Repo
4. Left-click New
5. Left-click Non-Globus-Repository
6. You can use the metadata service independently without a Globus collection.

Acceptance Criteria

GIVEN a user is an admin
WHEN the user clicks Manage Data Repo
WHEN the user clicks New
THEN they can select a NON-GLOBUS REPOSITORY
SO THAT they can use DataFed metadata services
